A Tank Program is a program that operates a Light Tank. The standard number of operators assigned per tank is three, although the tank can be operated by a single program, as seen with Clu.

They are shown to have green circuitry and have communications gear built into their helmets.

The tanks they drive being originally Kevin Flynn's before they were stolen by the MCP, it is very likely that the tank programs are Military Programs also appropiated by the MCP and taught to drive the tanks.
