A system utility is a maintenance program tasked with maintaining system function, Grid engineering, energy distibution and make repairs when needed.
The first system utility written for the tron system was Shaddox who was compiled to assist Clu in building the city as well as maintaining urbaan infrastucture. An important function for utilities is making sure the Grid has sufficiant energy as well as city construction.
