Sark when embued with the MCP codes
Military Programs, as the name implies, are programs existing in military computers.
Not much is known about these programs, but the MCP kidnapped some programs from Strategic Air Command to arrange more lethal matches on the Game Grid. They were also used by Sark as his security force.
