The 2nd generation Lightcycle was designed by Kevin Flynn in 1983 and was once the fastest digital vehicle ever made, so much so that no random program could ride it and only Quorra and Anon seemed skilled enough to do so. It is succeeded by three more generations of lightcycles, yet is still claimed to be "the fastest thing on the Grid". Quorra refers to it as "vintage".

The second generation lightcycle has the hallmark thick wheeled look common to all lightcycles, however it differs from other lightcycles of the Legacy era in several ways. It has a covered canopy that hinges open to allow rider access through the top. It also appears to be able to travel off the Grid without trouble. It is also mostly colored pure white, which is extremely visible against the dark environment. Perhaps the most notable feature is that unlike the original Lightcycle and the newer incarnations, this lightcycle is persistent and does not require a baton to generate it.

Kevin Flynn's hideaway is home to a 2nd generation cycle that was once his original one, having been copied over from the ENCOM servers and customized. It still functions even in the present day, although it doesn't produce quite as much power as it used to. It does not produce a jetwall (although, Sam may not have activated it if it could generate one) and appears to produce exhaust instead.

At Quorra's urging, Sam steals Kevin's lightcycle and heads into TRON City to find the End of Line Club and a program named Zuse. His journey attracts Clu's attention, although Sam manages to temporarily throw him off the lightcycle's trail by passing it to another program upon arriving in the city. Clu manages to trace its point of origin, which leads him to Kevin's safehouse, which he and Quorra had evacuated earlier, using the Light Runner .
