Conscript is a term used to describe a program or, in the case of Flynn, a User who has been hijacked or captured by the Master Control Program and forced to serve his purposes. For most, this means being forced to play video games on the Game Grid until deresolution. Several other programs, such as Yori, became Data Pushers - almost zombie-like programs that do mundane, routine tasks to take care of the computer.
